International maritime delegates have demonstrated fresh momentum on decarbonisation policy following the conclusion of the 22nd meeting of the Intersessional Working Group on Reduction of Greenhouse Gas Emissions from Ships (ISWG-GHG 22), which drew to a close on Friday, 4 September.

Sveinung Oftedal, who served as Chair for the session, pointed to a genuine willingness among participating member states to achieve concrete progress on the Net Zero Framework (NZF). The constructive atmosphere during the session is expected to carry into the next intersessional gathering.

The stated goal for the working group is to refine and deliver formal text on the NZF for consideration at the 85th session of the Marine Environment Protection Committee (MEPC 85), scheduled to take place in late November.

The regulatory package had previously faced procedural delays. Formal adoption was originally slated for an Extraordinary Session of the MEPC last October, but member states voted at the time to adjourn proceedings for a year.

Following that postponement, discussions on the framework were resumed during MEPC 84, paving the way for the latest round of technical deliberations under ISWG-GHG 22.
